Plant Quarantine And Pesticide Management Center

Introduction

Plant Quarantine and Pesticide Management Center, under the Ministry of Agriculture and Livestock Development has been established to regulate the potential risk on plant health arising from the international trade of the plants and plant products and to regulate the import, distribution, use and management of pesticides used for the management of the plant pests on different plants and plant products on the field and their post-harvest stage.

Government of Nepal has established Plant Quarantine and Pesticide Management Center at the central level under which there are 15 quarantine offices. There are 5 sections in the Plant Quarantine and Pesticide Management Center. They are:

  • National Plant Protection Organization Section
  • Plant Quarantine Regulation and Monitoring Section
  • Pesticide Registration and Management Section
  • Pest Risk Analysis Section
  • Survey and Surveillance Section

The Terms of Reference (TOR) of Plant Quarantine and Pesticide Management Center and Quarantine Offices as approved by Approved by the decision of the Ministry of Agriculture and Livestock Development, Singh Darbar (Hon. Minister Level) dated 09/04/2023 are as:

Plant Quarantine

  1. To implement Plant Quarantine and Protection Act, 2007and Plant Protection Rules, 2010
  2. To prepare necessary procedures/guidelines/standards and protocols in accordance to those specified in the Act and Rules and implement them as approved.
  3. To establish and implement formal mechanisms of inter-agency coordination with government bodies/research institutions/universities and private sector related to plant health.
  4. To facilitate the trade of healthy products by minimizing the risk to the health of the plants/biological diversity within the border territory of ​​Nepal during the international trade of plants and plant products.
  5. To formulate policies related to plant quarantine and prepare and implement national import requirements.
  6. To perform  and review the pest risk analysis (PRA) of plants and plant products to be imported on a regular basis.
  7. To prepare and update keep information about the pests presence within the country to  facilitate the export market.
  8. To operate and manage plant quarantine offices established at entry points.
  9. To conduct specific activities as a focal point of International Plant Protection Convention (IPPC) and Asia Pacific Regional Plant Protection Commission (APPPC).
  10. Work as the National Plant Protection Organization (NPPO) of Nepal and implement the activities prescribed by the act.
  11. Provide technical support to implement internal quarantine according to the demands of the provincial and local levels in order to identify the non-quarantine pests that should be regulated within the country and regulate their movement, control and management.
  12. To conduct awareness creation activities regarding emerging pests, invasive species and various quarantine pests.
  13. To operate the Central Plant Health and Diagnostic Laboratory as a National Reference/Referral Laboratory to ensure the plant health of the imported items, necessary laboratory testing, diagnosis, certification and issuing Notification of Non Compliance as required.
  14. To conduct post entry survey and quarantine as required.
  15. To certify plant health based on the requirements of the country of import of exported products.
  16. To conduct awareness programs related to biosecurity and plant health.

Pesticide Registration and Management

  1. To implement the Pesticides Management Act, 2019 and Pesticide Rules,1994.
  2. To prepare necessary procedures/guidelines/standards and protocols for carrying out the tasks specified in the Act and Regulation regarding the import, distribution, use and management of pesticides and implement them as approved.
  3. To collect and disseminate information on registered and banned pesticides.
  4. To contact, coordinate and collaborate with international organizations related to pesticide regulation and management.
  5. To perform activities related to pesticide import permits and regulation.
  6. To run pesticide quality testing laboratory.

Quarantine offices

  1. To Issue entry permit for import of plant products.
  2. Issue phytosanitary certificates based on quarantine inspections of agricultural and forest products to be exported.
  3. To issue the release orders for the release of agricultural and forest products being imported.
